为深化深港交流融合，助力港澳同胞在宝安安居乐业，10 月 14 日，「融通深港·筑梦宝安」港人交流参访活动在深圳恒生医院举行。 活动由宝安区港澳人士服务中心牵头，香港特区政府驻深圳联络处、市区相关部门、宝安区港澳政协委员、福永同乡会及居深港人代表齐聚一堂，围绕深港医疗服务、港澳青年创业就业、香港发展规划等议题深入交流。
To deepen Shenzhen-Hong Kong integration and support Hong Kong and Macao residents in settling and thriving in Bao』an District, the 「Integrating Shenzhen & Hong Kong, Building Dreams in Bao』an」 exchange visit was held at Shenzhen Hengsheng Hospital on October 14. Co-organized by the Bao』an District Service Center for Hong Kong and Macao Residents, the event brought together representatives from the Hong Kong SAR Government Liaison Office in Shenzhen, relevant municipal and district departments, Bao』an District CPPCC members from Hong Kong and Macao, the Fuyong Hometown Association, and Hong Kong residents living in Shenzhen, for in-depth discussions on cross-border medical services, entrepreneurship and employment for Hong Kong and Macao youth, and Hong Kong’s development plans.

Accompanied by the hospital leadership, the delegation visited key areas including the International Medical Center (IMC) outpatient and inpatient wards, the Traditional Chinese Medicine Department, and the Dental Department. They inspected the consultation and treatment environments, ward facilities, and specialty programs specifically designed for Hong Kong and Macao residents. The guests gained a thorough understanding of convenience measures such as cross-border medical access and specialty care services, and commended the hospital’s well-equipped infrastructure and integrated medical service system for the Hong Kong and Macao community.

The symposium was chaired by Yan Guosheng, member of the Bao』an District CPPCC and Director of the Service Center for Hong Kong and Macao Residents. Wu Xiang, President of Shenzhen Hengsheng Hospital, delivered the welcome address on behalf of Fosun Health and the entire hospital staff. He noted that as a Grade III comprehensive hospital rooted in Bao』an and serving the Greater Bay Area, the hospital has always prioritized services for Hong Kong and Macao residents in Shenzhen. Leveraging the Fosun Health industry ecosystem, the hospital has established an independent International Medical Center featuring specialty outpatient clinics and dedicated inpatient wards, bringing together senior experts across multiple disciplines and offering Cantonese-accompanied consultations, multilingual services, and direct insurance settlement. To address the healthcare needs of Hong Kong and Macao residents, the hospital has introduced one-stop appointment and examination services that effectively reduce waiting times. Zhou Jing, Assistant to the Hospital President and Head of the International Medical Center at Shenzhen Hengsheng Hospital, then presented an overview of Fosun Group and the hospital’s development. Fosun Health, with the Greater Bay Area at its core, has built a cross-regional integrated medical service network. Shenzhen Hengsheng Hospital has been ranked among the Top 100 in competitiveness of private single-site hospitals by Alicare for multiple consecutive years. The IMC delivers high-quality medical services to Hong Kong, Macao, and international clients, offering comprehensive disciplines including General Practice, Reproductive Medicine, TCM, and Orthopedics. With a team of over 100 senior consultants, the center provides multidisciplinary joint consultations and international remote consultations. Facilities include independent outpatient areas, high-standard single rooms, and family suites, with one-on-one multilingual support in Chinese, English, Japanese, and Indonesian. For cross-border billing, the hospital partners with over a dozen domestic and international commercial insurers — including AIA, Prudential, and HSBC — enabling direct billing for Hong Kong insurance, where settlement is completed upon discharge signature. Fosun Health Group has established partnerships with multiple Hong Kong medical institutions, including the Chinese University of Hong Kong Hospital, conducting regular expert exchanges and academic collaboration to build a continuous cross-border medical service system spanning pre-consultation assessment, referral coordination, and rehabilitation follow-up.
宝安区人力资源局创业导师廖芳现场宣讲宝安区就业创业政策。 她介绍，宝安区位列全国创新百强区、全国工业百强区第二位，连续四届获评全市招商优胜区，营商环境优势突出。面向港澳同胞，宝安推出多层次扶持政策：创业板块涵盖初创企业补贴、场租补贴、创业担保贷款、港澳青年初创配套资助等；就业板块包含小微企业社保补贴、大湾区青年就业生活补助、港澳台青年实习补助；同时配套青年人才入户、博士后资助等人才政策，以及人工智能产业扶持、企业一站式登记等产业服务，为港澳青年来宝安发展提供清晰指引。

Liao Fang, entrepreneurship mentor from the Bao』an District Human Resources Bureau, delivered an on-site briefing on Bao』an’s employment and entrepreneurship policies. She introduced that Bao』an District ranks among the nation’s Top 100 Innovation Districts and second in the Top 100 Industrial Districts, and has been recognized as a Model District for Investment Promotion for four consecutive terms, with outstanding advantages in the business environment. For Hong Kong and Macao residents, Bao』an has launched multi-tiered support policies: the entrepreneurship pillar covers startup subsidies, rent subsidies, entrepreneurship guaranteed loans, and supplementary funding for Hong Kong and Macao youth startups; the employment pillar includes social insurance subsidies for small and micro enterprises, living allowances for Greater Bay Area youth, and internship subsidies for Hong Kong, Macao, and Taiwan youth. These are complemented by talent policies such as youth talent household registration and postdoctoral funding, as well as industry services including AI industry support and one-stop business registration — providing clear guidance for Hong Kong and Macao youth pursuing development in Bao』an.

Irene Lai, Director of the Hong Kong SAR Government Liaison Office in Shenzhen, presented Hong Kong’s Five-Year Plan and the services provided by the Liaison Office. She noted that the Five-Year Plan is grounded in the principle of 「One Country, Two Systems」 and anchored on five major objectives: economic upgrading, enhancing international competitiveness, developing the Northern Metropolis, improving public welfare, and integrating into the national development agenda, across six development areas. The plan calls for consolidating Hong Kong’s status as an international center in four key domains, building a hub for high-end international talent, deepening Greater Bay Area collaboration, optimizing cross-border healthcare and elderly care services, advancing the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone and the Northern Metropolis, and strengthening primary healthcare, housing, education, and other social safeguards. The Liaison Office will continue to serve Hong Kong residents developing in the Mainland and support Hong Kong’s fuller integration into the national development agenda.
