2026年10月15日下午，美国驻沈阳总领事馆医疗官及医务人员莅临东北大学附属辽宁爱尔眼科医院，开展主题为深化涉外眼健康服务交流，搭建领事馆医疗协作桥梁，共研外籍人士眼病诊疗保障体系的参观交流活动。东北大学附属辽宁爱尔眼科医院CEO于芳芳，爱尔眼科辽宁省区副总院长、辽宁爱尔眼科医院赵平院长，及医务部、健康教育服务部等相关职能部门负责人接待来访嘉宾。

On the afternoon of October 15, 2026, the Medical Officer and medical personnel from the U.S. Consulate General in Shenyang visited Liaoning Aier Eye Hospital Affiliated to Northeastern University to conduct a visit-and-exchange activity themed “Deepening International Eye Health Service Exchanges, Building a Bridge for Consulate Medical Collaboration, and Jointly Exploring an Eye Disease Diagnosis and Treatment Support System for Foreign Nationals.” Yu Fangfang, CEO of Liaoning Aier Eye Hospital Affiliated to Northeastern University; Zhao Ping, Vice President of the Liaoning Region of Aier Eye Hospital and President of Liaoning Aier Eye Hospital; and heads of relevant functional departments, including the Medical Affairs Department and the Health Education Service Department, received the visiting guests.

实地走访调研

沉浸式体验国际化眼健康诊疗体系

在辽宁爱尔院方陪同下，美国驻沈阳总领事馆医疗官及医务人员依次实地走访了视光及小儿眼病科、屈光手术科、青光眼科、白内障科、眼底病科、特检中心、角膜与眼表科、整形眼眶科及住院病房，并同步考察了国际医疗部及特需门诊。

Accompanied by representatives of Liaoning Aier Eye Hospital, the medical officer and medical staff from the U.S. Consulate General in Shenyang conducted on-site visits, in sequence, to the Optometry and Pediatric Ophthalmology Department, Refractive Surgery Department, Glaucoma Department, Cataract Department, Fundus Disease Department, Special Examination Center, Cornea and Ocular Surface Department, Oculoplastic and Orbital Surgery Department, and inpatient wards. They also inspected the International Medical Department and the Special Needs Clinic during the same visit.

参访途中，赵平院长系统介绍了白内障、青光眼、眼底病、角膜病、整形眼眶病、屈光、视光等亚专科建设与专家团队实力，阐释医院针对外交官及家属高发眼病的综合诊疗能力。辽宁爱尔眼科为集医疗、教学、科研于一体的三级眼科专科医院，拥有近二十个眼科亚专科，是辽宁省临床重点专科建设单位、沈阳市白内障临床诊疗中心与沈阳市青光眼诊疗中心。

During the visit, President Zhao Ping systematically introduced the development of subspecialties—including cataract, glaucoma, fundus diseases, corneal diseases, oculoplastic and orbital diseases, refractive surgery, and optometry—as well as the strength of the relevant expert teams, and elaborated on the hospital’s comprehensive diagnostic and treatment capabilities for eye diseases with high incidence among diplomats and their family members. Liaoning Aier Eye Hospital is a tertiary specialized eye hospital integrating medical care, teaching, and research, with nearly 20 ophthalmic subspecialties. It is a Liaoning Provincial Clinical Key Specialty Construction Unit, the Shenyang Cataract Clinical Diagnosis and Treatment Center, and the Shenyang Glaucoma Diagnosis and Treatment Center.

After the on-site visit, the two sides held a discussion and exchange meeting. Ms. Yu Fangfang introduced the development history and global footprint of Aier Eye Hospital Group to the visiting guests. Aier Eye Hospital Group has now established more than 974 eye care institutions worldwide, with operations covering Asia, Europe, and North America, and has built a modern ophthalmic medical service system integrating clinical diagnosis and treatment, scientific research and innovation, and talent development.

座谈现场，双方围绕在沈外籍人群慢性眼病管理、疑难眼病双向转诊、群体健康筛查、涉外就医全流程保障等议题展开务实探讨。双方还就未来长期合作方向充分交换意见，初步探讨领事群体眼健康科普宣教、专属就医绿色通道、远程会诊协作、领事人员及家属眼健康专属保障机制等合作内容。

At the meeting, the two sides held pragmatic discussions on topics such as chronic eye disease management for foreign nationals in Shenyang, two-way referral for complex eye diseases, population health screening, and full-process support for foreign-related medical visits. The two sides also fully exchanged views on directions for future long-term cooperation, and preliminarily explored cooperation areas including eye health education and outreach for the consular community, dedicated green channels for medical visits, telemedicine consultation collaboration, and a dedicated eye health support mechanism for consular personnel and their family members.
